Community Budget Advisory Committee

Community Budget Advisory Committees (CBACs) are made up of local community members who review and advise on county department budgets and operations.

Each county department has its own CBAC, with the HSD CBAC being one of ten. One member from each CBAC also serves on the Central CBAC (CCBAC), which makes county-wide budget recommendations to the County Chair, Board, and the public.

What CBACs Do

CBACs give the community a voice in how county funds are spent and prioritized. Members hear directly from department leadership and follow-up with recommendations on how to best use resources to serve the community.

Recent priorities include:

  • Mental health,
  • Racial equity,
  • Housing and homelessness, and
  • Public safety

Although not all recommendations are adopted, input from the CBAC improves county service delivery and spending.

Four presenters from the Homeless Services Department sit at the dais in the boardroom.

Membership

Members serve three-year terms, with the option for six consecutive years. CBACs meet monthly, with extra meetings during the peak budget season (January to March).
