Oct 30, 2025 Update
The proposed East County Homeless Resource Center (Cook Plaza) in the Rockwood neighborhood of Gresham will not move forward as planned. During Multnomah County’s fall budget rebalance process, the Board voted to repurpose the funds appropriated for this project to fill critical gaps in the Homeless Services Department budget left by State revenue shortages.

Details:
- New day use center providing access to hygiene services, case management, and housing navigation;
- New 24/7 village-style shelter for up to 42 people;
- Retained capacity to shelter up to 90 individuals during emergency severe weather; and
- Privacy fencing, on-site parking, and new green space.
