The Homeless Services Department (HSD) is launching a Notice of Funding Availability (NOFA) for the Frequent User Systems Engagement (FUSE) Program. This funding opportunity represents an investment of over $1.5 M investment to provide permanent supportive housing with wrap-around support services to 50 participants identified in FUSE data.

This is a simplified, transparent process for new and established providers to become qualified vendors to deliver homeless services funded by a Supportive Housing Services contract. Last year, Clackamas, Multnomah, and Washington Counties came together and ran the first Tri-County Request for Programmatic Qualifications (RFPQ) resulting in 89 qualified vendors to work in all three counties.

The Homeless Services Department (HSD) is launching two funding opportunities to increase Master Leasing programming with a $3M investment and expand system-wide Landlord Engagement with a $350k investment.

The HSD has one time only reimbursement funds for making capital investments that expand or create hygiene, storage, or trash collection services to our community. We are extending this funding opportunity to agencies and organizations that qualify for Outreach and Engagement services in the 2019 and 2022 SHS RFPQs.

The HSD is launching three areas of concentration under Housing Placement and Retention that will prioritize

1. Placements out of adult shelter through the investment of housing placement team(s);
2. Prevention and diversion assistance for adult and women households; and
3. Staffing and peer support services.

The Homeless Services Department (HSD) announced a new Notice of Funding Availability (NOFA) for Domestic and Sexual Violence (DSV) InReach Services on November 28th, 2022. The HSD provided an optional Information Session on December 6th, 2022.

The Homeless Services Department (HSD) is pleased to announce a Notice of Funding Availability (NOFA) for Alternative Shelter in Multnomah County, OR. HSD seeks responses from qualified shelter operators interested in running an outdoor 1) Safe Park Program, providing 24 hr parking spaces and services to those living in passenger vehicles, and/or 2) Village, with individual modular sleeping shelters and services.

The Homeless Services Department (HSD) is launching an employment related programming expansion of $235,000 that will prioritize low barrier employment opportunities for Black, Indigenous, and People of Color, individuals experiencing or at risk of long-term homelessness throughout Multnomah County.
