Reallocation Projects

Reallocation is the process where a Continuum of Care (CoC) shifts funds in whole or in part from existing CoC-funded projects eligible for renewal to create new ones. This applies only during the annual competition Notice of Funding Opportunity (NOFO).

HUD expects CoCs to move funds from underperforming projects to those that meet higher-priority community needs aligned with HUD’s goals. This allows CoCs to develop, new evidence-based projects while eliminating less effective initiatives. The NOFO outlines the types of projects eligible for reallocation.

The CoC Board authorizes the Collaborative Application Committee (CAC) to make reallocation decisions in partnership with the Homeless Services Department (HSD), the CoC Lead Agency. The CAC includes members from the CoC Advisory Board without conflicts of interest related to CoC funds.

2024 Reallocation Policy

In 2024, the CAC expanded their reallocation policy to be more robust and clear for all renewal projects.

The CAC makes a final determination about reallocation of funds based on the below criteria. If the CAC decides to reduce or eliminate an existing renewal project, Tier 1 funds are reallocated to higher performing projects based on the annual CoC solicitation process.

Reallocation is a multi-year process. When a project is identified for reallocation, it has one year to improve its performance and cost-effectiveness. At the time of identification, the project will receive specific improvement goals and technical assistance.

If the project does not meet its improvement goals after one year, it will be considered for reallocation in that year’s NOFO.
