The Arbor Lodge Shelter on 1952 N. Lombard St was converted into a long-term, purpose-built 24/7 shelter in 2024. The site includes 106 total beds, with 88 congregate beds and 18 tiny home village shelters. The new design includes better fencing, interior design improvements and community-led artwork created by local artists.

The shelter operator, Do Good Multnomah, offers health and housing services, including: laundry, storage, restrooms, a kitchen, offices, parking, and indoor/outdoor common spaces.

Arbor Lodge Good Neighbor Agreement

A brief history

Dec 2020 | Multnomah County purchased the site using funds from federal COVID-19 response.

Feb 2021 | Provided severe weather shelter during snow and ice storm.

Summer 2021 | Used as a 24-hr cooling space and a COVID-19 vaccination clinic.

Nov 2021 – Oct 2022 | Became 24/7, reservation-only emergency adult shelter operated by Do Good Multnomah, serving 58 adults inside, plus 12 people in sleeping pods outside. Designs prepared for updating facility.

Winter 2022-2024 | Temporary closure of 24/7 emergency shelter. Existing shelter participants were moved into permanent housing or other shelter sites. Intermittently used as a severe weather shelter.

Mar 2023 | Began construction and renovation of facility as a purpose-built shelter.

Oct 2024 | 24/7 emergency shelter reopened.

Jun 2025 | Formalized the Arbor Lodge Shelter Good Neighbor Agreement

Where do I submit comments or complaints about camping, trash, drug use, near the shelter site?

Representatives from Do Good Multnomah attend monthly Arbor Lodge Neighborhood Association Meetings and monthly Kenton Neighborhood Association Meetings. These meetings offer a great opportunity to meet your neighbors and have discussions about the shelter.

If you have a specific complaint about an unsanctioned camp, you can submit a report on pdxreporter.org. If the complaint is specifically about trash that needs to be picked up, submit a report to Metro RID Patrol to have the trash cleaned up.

Does the shelter take donations?
